Amaravati land pooling Phase 2: seven villages and 16,666 acres
This is the second round of pooling. It has been under way since January 2026, and Pedaparimi is by far the biggest village in it. Below are the acres for each village from the Cabinet order, what the land is meant for, and every decision that led here.

Work out your own numbers first
If your land is in a Phase 2 village, start with the LPS calculator. Enter your acres and land class, and it shows the residential and commercial square yards the 2025 rates give. Then look up the standard plot sizes in the plot-size explorer.
Phase 2 layouts have not been drawn yet. The limits in our building-area calculator come from the Phase 1 ebook, so for Phase 2 treat them as an assumption until new rules confirm them.
How far pooling had got by September 2026
A report of 18 September 2026, citing APCRDA, said Pedamadduru had pooled 764.23 acres against its target of 1,018 acres. That is 75.07%. A month earlier it stood at 719.35 acres. It is one village's figure, not a total for all seven.
Other villages report in smaller pieces. Two families in Harischandrapuram pooled 22.68 acres on 8 September, and a family in Vykuntapuram signed consent for 14.365 acres later that month. The minister said he expects 80% of the land to be in by the end of October 2026. That is a target, not a count. How much land, village by village
The three Guntur district villages, Vaddamanu, Harischandrapuram and Pedaparimi, account for 9,097.56 acres of patta land and 7.01 acres of assigned land between them. The four Palnadu villages account for 7,465 acres of patta and 97 of assigned. Add the 3,828.30 acres of government land already there and you get the 20,494 acres the 50th CRDA meeting approved on 5 July 2025.

What the land is for
- An International Sports City of about 2,500 acres, planned to host Olympic-level events. In December 2025 the minister said work would begin within a year.
- The Errupalem–Amaravati–Nambur railway line and a new Amaravati station. The proposed stations on the line include Vaddamanu and Amaravati.
- The Inner Ring Road, and an extension of the seed axis road.
- Sites for institutions and companies. The greenfield international airport near Ravela in Tadikonda mandal is meant for a later pooling round. The minister has said a Cabinet decision is expected, but nothing is approved yet. See the new pooling round.

The objections, and the government's answer
The opposition YSRCP made two arguments. First, that Phase 1 farmers were still waiting for their developed plots ten years later, which is true for some of them. Second, that landowners were being pressured to sign.
The government replied that joining is voluntary and that work would start soon after pooling this time. It also said outside builders would not be allowed to profit from the land, and that separate rules would cover people holding assigned land.
You can take either side on the politics. If it is your land, the practical question is narrower. Read the 2025 rules, look at what Phase 1 farmers actually received, and decide with both in front of you.

Which villages are in Phase 2?
Four in Amaravathi mandal of Palnadu district: Vykuntapuram, Pedamadduru, Endrayi and Karlapudi with Lemalle. And three in Thullur mandal of Guntur district: Vaddamanu, Harischandrapuram and Pedaparimi.
How much land is being pooled in Pedaparimi?
5,886.18 acres of patta land, under the Cabinet decision of 27 November 2025. No assigned land was listed for Pedaparimi.
Do I have to join Phase 2?
No. Joining is your choice, and you join by giving a consent letter and signing an agreement. But know the other half too. If the authority needs your particular land for a road or the railway line, it can still take it under the land acquisition law. That is a different process, and it pays cash instead of plots.
