Phase 1: the six months in 2015 that created the capital
Between January and June 2015, farmers of Thullur, Mangalagiri and Tadepalli mandals handed over 33,008 acres. Almost every plot being sold in Amaravati today came out of those six months. This page sets out who gave land, where, how much, and what they are still owed.

The villages that gave the land
The 2015 notification took 24 revenue villages into the capital city, counted as 29 habitations because several hamlets have their own identity. By mandal:
- Thullur mandal (18): Abbarajupalem, Inavolu (Ainavolu), Ananthavaram, Borupalem, Dondapadu, Kondamarajupalem, Lingayapalem, Malkapuram, Mandadam, Nekkallu, Nelapadu, Pichukalapalem, Rayapudi, Sakhamuru, Thullur, Uddandarayunipalem, Velagapudi and Venkatapalem. These were de-notified as gram panchayats and became the urban notified area.
- Mangalagiri mandal (4 villages, 7 habitations): Krishnayapalem, Nidamarru, Kuragallu with its hamlet Neerukonda, and Nowluru with its hamlets Yerrabalem and Bethapudi.
- Tadepalli mandal: Undavalli and Penumaka, plus part of Tadepalli town.
How much land, and from how many farmers
CRDA asked for 38,581 acres and got consent for 34,690, which is better than nine owners in ten agreeing. Its November 2017 status report calls the 33,008 acres pooled from 26,512 farmers in six months the fastest land procurement on record. By then 26,839 farmers had joined and more than 59,000 plots had already gone back to them.
The other side of the same figures: Land Conflict Watch counts 21,374 households and 102,595 people affected across the 25 villages. And by December 2025 the state's own numbers showed 61,793 plots registered, 7,628 registrations still pending, and 4,929 landless families waiting for their pension to be restarted.
The 13 zones, and why they matter
Returnable plots sit in reconstituted layouts grouped into 13 zones. In 2017 APCRDA put zones 1, 2, 3, 6, 7 and 10 (7,158 acres across parts of 25 villages) under EPC contracts worth ₹5,076 crore, and zones 4, 5, 9, 12 and 12A (13,401 acres) under a hybrid annuity model worth ₹9,896 crore; zones 8 and 11 (3,439 acres) were still to be tendered. Those 2019 tenders were cancelled during the pause. On 3 December 2024 the CRDA sanctioned ₹3,859.66 crore for amenities across 8,496.30 acres in seven zones, and fresh tenders for zones 4, 10, 12 and 12A followed in January 2025.

What these farmers are still waiting for
- Roads, drains, water, sewerage and street lights inside the colonies. That is the ₹3,859 crore programme, and it is still being built street by street.
- The registrations that are still pending, and a replacement plot for anyone whose plot got cut by a road. These go out through the draws: 496 plots on 23 January 2026 and 76 more on 18 July 2026.
- The yearly payment right through to year fifteen, after the five-year extension of 3 August 2024, and the ₹5,000 monthly pension for landless families with the missed months paid up.
- Basic things in the villages themselves. Plans for community buildings, water supply and sanitation in 26 core villages were still being drawn up in December 2025.
