Amaravati land pooling after Phase 2: what is approved, and what is only circulating

A new round has started, outside Phase 2

On 6 August 2026 the State Cabinet approved a land pooling scheme for 2,344 acres in Mothadaka, Tadikonda mandal. The land is for the railway line and the Inner Ring Road. Farmers there get the same plots, yearly payment, loan waiver and pension as farmers in other pooled villages. Around 27 August APCRDA issued the pooling notification for Mothadaka: 2,344.12 acres, of which 1,654.259 acres are patta land.

On 3 September 2026 the Cabinet authorised pooling of another 6,212.50 acres: 974 acres in Kantheru and 5,238 acres in Tadikonda mandal. This land is for the Inner Ring Road, a 100 m strip along the railway line and grid roads. The reports say the farmers asked for it. We have not yet seen a village-wise notification for this block, so we cannot tell you which survey numbers are in it.

The government calls this “another round” of pooling. It does not use the name “Phase 3”, though some newspapers do. Phase 2 is still going on in its own seven villages.

What is on record, date by date

Each step below was reported and dated. Some are decisions. Some are only statements, and we say which.

• 22–23 July 2026, gram sabha at Tadikonda. Minister P. Narayana asked farmers of Tadikonda, Mothadaka, Kantheru and Koppuravuru to pool land for the railway line, the Inner Ring Road and service roads. Tadikonda and Mothadaka agreed in principle. Kantheru asked for time. Papers for about 50 acres were already in.
• 4–5 August 2026, CRDA authority meeting. The authority endorsed pooling in Mothadaka after the village passed a unanimous resolution. Master plan gram sabhas began the same week at Ananthavaram, Nekkallu, Thullur and Nelapadu.
• 6 August 2026, Cabinet. Approved pooling of 2,344 acres in Mothadaka. This is a decision.
• 27 August 2026, notification. APCRDA issued the Mothadaka pooling notification, as reported by Telugu news channels and papers. The authority meeting that day also extended pooling to the Tadikonda and Kantheru areas.
• 3 September 2026, Cabinet. Authorised pooling of 6,212.50 acres in Kantheru and Tadikonda mandal. This is a decision.
• 19 and 26 September 2026, statements. The minister said proposals for about 20,000 more acres would go to the Cabinet soon. He said about 5,000 acres near Ravela would be for the airport and the rest for roads and services. Nothing has been approved yet.
• 3 October 2026, draft resettlement scheme. APCRDA published a draft resettlement and rehabilitation scheme for land it will acquire for trunk roads, layouts and flood works. Objections are open until 18 October. This is acquisition, with cash compensation. It is not pooling.

The eleven names, checked against the record

We can check where these places are and what officials have done about each. The last column is the one that matters.

What that check shows

• Table 1 has turned out mostly right. Mothadaka is notified, and Kantheru and Tadikonda mandal are approved. Koppuravuru and Pedakakani are on the railway alignment, which ends at Namburu in Pedakakani mandal, but neither has an approval yet.
• Table 2 is still worked out from the airport footprint. Ravela’s own revenue extent is about 1,460 hectares, roughly 3,600 acres. That is less than the 4,618 acres in the circulated airport master plan, so an airport there would spill into the villages next to it. The minister now speaks of about 5,000 acres. Until the Cabinet decides and a notification lists survey numbers, nobody outside government knows which fields would go in.
• One name does not fit. Tadikonda mandal has twelve revenue villages: Bandarupalle, Bejatpuram, Damarapalle, Kantheru, Lachannagudipudi, Lam, Mothadaka, Nidumukkala, Pamulapadu, Ponnekallu, Ravela and Tadikonda. Mandapadu is not one of them. Mistakes like this creep in when a list is copied and forwarded instead of being issued.

Three different things get called “phase 3”

• The new round of land pooling. This is the subject of this page. Mothadaka is notified, and Kantheru and Tadikonda mandal are approved.
• Phase 3 of the airport’s own master plan. The circulated airport plan runs to five phases over sixty years. Its third phase adds a second runway, decades from now. It has nothing to do with pooling rounds.
• Phase 3 of the Seed Access Road. This is the last stretch of the road, to NH-16, with a cable-stayed bridge. The minister announced it would start on 29 August 2026. It is not connected to pooling either.

If you own land in one of these villages

• Mothadaka: the scheme now exists. Check whether your survey number is inside the notified extent before you sign anything. Read the development agreement with your own advocate. The Cabinet said the plots, yearly payment, loan waiver and pension follow the same rules as other pooled villages.
• Kantheru and Tadikonda: the Cabinet has approved the land, but we have not seen a notification listing survey numbers. Until it comes, nobody can tell you for certain whether your field is in.
• The airport villages: there is nothing to sign yet. Do not pay anyone to “register” your land or to reserve a returnable plot. Neither is possible today.
• Everyone: put your own record in order, because you will need it either way. The adangal and 1-B should be in the right name, the survey number and sub-division should match, and any bank loan on the land should be known. Our page for Phase 2 landowners takes each of these in turn.
• If a survey team arrives, ask which project the survey is for and under which order, and write the order number down. The railway line and the Inner Ring Road can also take land by acquisition. That is a separate process, with cash compensation and no plots.

If someone is selling you land there

Parcels in Tadikonda mandal are being sold as “airport land” and “Phase 3 land”. A pooling notification is not automatically good news for a buyer. It turns a field you can sell into an entitlement that pays a yearly amount and gives plots years later, and it limits what you can do with the land in between. If the land is inside a notified extent, you are really buying the seller’s future entitlement, and the papers have to show that clearly.

How each village moves from talk to plots

Phase 2 went through these public steps between July 2025 and January 2026. Every village in the new round has to go through the same ones.

1. A CRDA authority resolution approving pooling in named villages, with acres against each name.
2. A State Cabinet decision authorising the APCRDA Commissioner to start pooling under Section 55(2) of the APCRDA Act.
3. A notification with village-wise patta, assigned and government extents, divided into units, followed by a draft scheme.
4. Gram sabhas and consent collection against a stated deadline.
5. Development agreements signed village by village, with the yearly payment counted from the date of the agreement.
