A third round of land pooling: what is on record, and what is only circulating

Nothing has been notified

As of 26 August 2026 there is no third phase of the Amaravati Land Pooling Scheme. There is no rules amendment for it, no CRDA authority resolution approving it, no Cabinet authorisation under Section 55(2) of the APCRDA Act and no notification naming a Phase 3 village or a Phase 3 extent. Phase 2, notified on 2 January 2026, is still the current round.

What does exist is three separate things that are being blended together in conversation: consultations in Tadikonda mandal about land for the railway line and the Inner Ring Road, an airport site that has been reported but never notified, and a forwarded village list. We keep them apart below.

What is actually on record

Four things have happened since July, each of them reported and dated. None of them is a phase.

• 22–23 July 2026, gram sabha at Tadikonda. MAUD Minister P. Narayana asked farmers to cooperate with land pooling for the Amaravati railway line, the Inner Ring Road, service roads and the road linking Tadikonda with Amaravati. The villages named in that reporting are Tadikonda, Mothadaka, Kantheru and Koppuravuru, and the minister said works would be launched as soon as pooling was complete. Tadikonda and Mothadaka agreed in principle; Kantheru asked for time to discuss it in the village; a majority of those consulted preferred pooling to acquisition, and documents covering about 50 acres had already been handed in.
• 5 August 2026, master plan gram sabhas. APCRDA began gram sabhas on the master plan at Ananthavaram and Nekkallu, then Thullur and Nelapadu, explaining road connectivity and village integration and inviting objections before the plans are finalised. The minister said the state would fix a definite timeline for the pooling that major infrastructure needs, against the Chief Minister’s target of finishing the first phase of the city by August 2028.
• The airport is already a stated purpose. The July 2025 order behind Phase 2 lists a greenfield international airport among the reasons for pooling, and the airport has been expected to need a later round from the beginning.
• 22 August 2026. The minister repeated that a final decision on the airport would be taken subsequently. No land has been notified for it.

The circulating list: railway track and inner ring

The chart has two tables. The first lists five villages with a remark against each, reproduced here as received.

The second table is six village names with a single note attached to the group. The mandal column is ours, not the chart’s.

The eleven names, checked

We can verify where these places are and whether officials have named them. We cannot verify that any of them will be pooled, because that decision has not been taken. The last column is the one that matters.

What that check shows

• Table 1 has a real basis for four of its five names. Tadikonda, Mothadaka, Kantheru and Koppuravuru are exactly the villages officials named for the railway track and the Inner Ring Road, and Tadikonda and Koppuravuru are already proposed stations on the Errupalem–Amaravati–Nambur line. Pedakakani is the mandal the last two sit in, and the line ends at Namburu in that mandal, so it is a plausible guess — but it is a guess.
• Table 2 is inference from the airport footprint. Ravela’s own revenue extent is about 1,460 hectares, roughly 3,600 acres, which is less than the 4,618 acres in the circulated airport master plan. An airport that size at Ravela would have to reach into neighbouring villages, and the five other names are Ravela’s neighbours. The reasoning is sound. It is still not a notification, and nobody outside government knows which survey numbers would be taken.
• One name does not fit. Tadikonda mandal has twelve revenue villages: Bandarupalle, Bejatpuram, Damarapalle, Kantheru, Lachannagudipudi, Lam, Mothadaka, Nidumukkala, Pamulapadu, Ponnekallu, Ravela and Tadikonda. Mandapadu is not among them. Either a different Mandapadu is meant or the line is an error — which is what happens to a list that is copied and forwarded rather than issued.

Three different things get called “phase 3”

• A third round of land pooling — the subject of this page. Not notified: no villages, no acres, no date.
• Phase 3 of the airport’s own master plan — the circulated airport plan runs to five phases over sixty years, and its third phase adds a second runway decades from now. It has nothing to do with pooling rounds.
• Phase 3 of the Seed Access Road — real, funded and under way: 3.5 km with a 320 m cable-stayed bridge, ₹593.03 crore, works from 29 August 2026. Also unrelated.

If you own land in one of these villages

• There is nothing to sign. No consent letter, no development agreement and no 9.14 certificate exists for a third phase, because the scheme it would belong to has not been made.
• Do not pay anyone to “register” your land for Phase 3, or to reserve a returnable plot in it. Both are impossible today.
• Get your own record straight anyway, because it is the same work either way: adangal and 1-B in the right name, survey number and sub-division matching, tenancy noted, bank charge cleared. Our guide for Phase 2 landowners takes each of these in turn.
• If a survey team does arrive, ask which project the survey is for and under which order, and write the order number down. The railway line and the Inner Ring Road can also take land by acquisition, which is a separate process with cash compensation and no plots.

If someone is selling you land there

Parcels in Tadikonda mandal are being marketed as “airport land”, and now as “Phase 3 land”. Neither exists on paper. A pooling notification is not automatically good news for a buyer either: it turns a saleable field into an entitlement that pays annuity and delivers plots years later, and it limits what you can do with the land in between.

How you will know a third phase has become real

Phase 2 went through five visible steps between 5 July 2025 and January 2026, and a third round would go through the same ones. Watch for them in order:

1. A CRDA authority meeting resolution approving pooling in named villages, with acres against each name.
2. A State Cabinet decision authorising the APCRDA Commissioner to initiate pooling under Section 55(2) of the APCRDA Act.
3. A notification carrying village-wise patta, assigned and government extents, divided into units, followed by a draft scheme.
4. Gram sabhas and consent collection against a stated deadline.
5. Development agreements signed village by village, with annuity running from the date of the agreement.
