Returnable plots: where they are, how they are given out, and what is built there
These are the plots farmers get back, and they are the most bought and sold thing in the capital. What one is worth comes down to two questions: which layout unit is it in, and does that unit have roads, water and drains yet.

The layout units, mandal by mandal
Think of the unit as the plot's address. Anyone who says "a Rayapudi plot" and cannot tell you whether it is Rayapudi-1 or Rayapudi-2, and give you a plot number that CRDA's Know Your Plot page recognises, does not yet know enough about the plot to sell it to you.

Are the roads and drains actually built?
You can only build on a plot once the colony around it has roads, storm drains, water, sewerage, power and street lights. That work is not finished, and it is not evenly spread. Ask about your street, not about the city.
The history is worth knowing. In 2017 CRDA had ₹17,745 crore of this last-mile work planned across 13 zones. The 2019 tenders were cancelled when the capital was put on hold. On 3 December 2024 CRDA sanctioned ₹3,859.66 crore for basic amenities across 8,496.30 acres in seven zones, with underground drainage and street lights to international standards. Tenders for zones 4, 10, 12 and 12A went out in January 2025. In 2026 CRDA reported levelling and boundary work finished in Zone 3A.

Where things stand, in numbers
- More than 59,000 plots had been handed back by late 2017, according to CRDA.
- As of 15 December 2025, 61,793 plots were registered and 7,628 registrations were still pending. In that round 921 plots went to 700 farmers, and 37 farmers were asking to be given a different plot.
- In 2024 the Chief Minister ordered that plots be handed over straight away, inside the same village the land came from.
Questions people ask
Can I buy a returnable plot directly from a farmer?
Yes, once the plot is registered in his name. Before you pay anything, see the final allotment certificate, the registered deed and an encumbrance certificate, and find the plot on the CRDA layout.
What does road-cut plot mean?
It means a road or a pipeline was later planned straight through that plot. CRDA gives the farmer a different plot instead, through the draw. The January 2026 draw included several of these, and officials confirmed the replacement plots were not themselves road-cut.
