The Secretariat: working from Velagapudi since 2016, five towers rising nearby
Two Secretariats exist: the one that runs the state today and the one being built to replace it. Both are in the government complex, a few kilometres apart.

Interim Government Complex, Velagapudi
Six blocks totalling six lakh square feet, built in 192 days and occupied from 3 October 2016, when about 6,000 employees moved from Hyderabad. The interim Legislative Assembly stands beside it and has hosted sessions since March 2017. The complex houses the Chief Minister's office and the 37 secretariat departments, which is why Velagapudi and neighbouring Thullur and Mandadam are the capital's daily commuter hubs.
The permanent towers
The permanent Secretariat and Heads of Department complex is five towers on 32 acres along a 900 m by 139 m spine on both sides of the Pala Vagu. Four towers are basement plus ground plus 39 floors; the General Administration Department tower at the south-west end is basement plus ground plus 49. Total built-up area is about 4.85 lakh square metres with roughly 1.05 lakh square metres of basement parking. Tenders were floated in three packages: GAD tower ₹844 crore, towers 1 and 2 ₹1,423 crore, towers 3 and 4 ₹1,247 crore, about ₹4,668 crore in all with technical bids opened in May 2025. Construction relaunched with the Prime Minister's 2 May 2025 event. In August 2026 the MAUD minister spoke of completing the administrative towers at the rate of one a month once they reach finishing stage.
