Thullur is the mandal headquarters that gave its name to the capital's core. It is 4 km from the Krishna and roughly halfway between Guntur and the interim Secretariat. It had 7,794 residents in 2011, on 14.92 sq km, and a literacy rate of 69.44%.

Thullur at a glance
Buses from both the Vijayawada and Guntur bus stations end here or pass through, and there have been more of them since the Secretariat opened. The tahsildar's office, the mandal's schools and the market make Thullur the everyday town of the capital villages.
