Three layers of plan

There are three nested plans. The Capital Region plan covers 8,352.69 sq km across six districts and 58 mandals. The Capital City plan covers the 217.23 sq km notified urban area that absorbed 24 villages and 29 habitations. Inside that, the Seed Capital of 16.94 sq km holds the government complex, the first commercial districts and the riverfront. The Singapore consortium of Ascendas-Singbridge and Sembcorp Development led the seed capital work; Surbana Jurong drew the city plan.

The nine theme cities

The plan groups land uses into nine themed districts rather than one central business district: Government City, Justice City, Finance City, Knowledge City, Health City, Sports City, Electronics City, Media City and Tourism City. On the ground you can already see three of them forming. Government City is the Velagapudi–Rayapudi–Nelapadu belt with the interim Secretariat, the towers and the High Court. Knowledge City is the Inavolu–Mandadam–Neerukonda–Kuragallu arc with VIT-AP, SRM-AP, Amrita, NID, BITS and XLRI. Finance City started with the 27.855-acre financial district in November 2025.

Numbers the plan was designed around

• 3.5 million residents and 1.5 million jobs by 2050, with over 90,000 jobs targeted in the first ten years.
• About 51% green space and 10% water bodies in the original brief; APCRDA's own status report puts blue-green at over 30% of the plan.
• A 5-10-15 neighbourhood rule: emergency facilities within 5 minutes, open space within 10, work within 15 by public transport.
• More than 1,600 km of cycle tracks and walkways, a BRTS corridor and navigable canals of over 15 km through the government precinct.
• Social infrastructure standards per lakh of population: a 10-acre town park, a 12-acre hospital, a 15-acre junior college, and a primary school every 10,000 to 15,000 people.

How the plan meets the villages

Existing village settlements were kept as they are and stitched into the grid, which is why you see old village cores sitting inside new layouts. Each LPS village got a reconstituted layout in one of 13 LPS zones where farmers' returnable plots sit. APCRDA lists 26 layout units across 25 villages: units 1 to 7 in Mangalagiri mandal, 8 and 9 in Tadepalli mandal and 11 to 26 in Thullur mandal.
