Why invest in Amaravati: the case made only from things that have happened

What already exists

  • A state government that has worked from Velagapudi since 2016, and a High Court that has sat at Nelapadu since 2019.
  • Four universities already running, and a national design institute. BITS Pilani and XLRI have signed for land. In September 2026 LIC signed for office land and the LV Prasad Eye Institute laid its foundation stone.
  • A foundation programme for 15 banking and insurance institutions on 28 November 2025. Our bank directory gives the type of each institution and the dated evidence for each project.
  • An Act of Parliament, passed in April 2026, that names Amaravati as the capital.
  • ₹58,093 crore of works under way across 119 projects, as reported on 13 September 2026, paid for by the World Bank, ADB, HUDCO, KfW and the Union government. In April 2026 the figure under review was ₹57,821 crore.
  • The 21.77 km Seed Access Road. The first 18.3 km has been in use since 2018, and the 3.92 km second phase opened on 13 August 2026. The last phase, with a cable bridge to NH-16, was announced to start on 29 August 2026.

What is funded but not yet built

  • Five Secretariat towers, the High Court complex, the Assembly and government housing, with targets from 2026 to 2028.
  • Trunk roads, with a target of March or April 2027, and layout works now budgeted at ₹1,548.98 crore on top of the ₹3,859 crore amenities programme.
  • The 57 km railway line and the 189 km Outer Ring Road, both out to tender in October 2026, and phase 1 of the Vijayawada Metro.

What is still only a proposal

  • The international airport at Ravela.
  • The alignment and the concession for the Inner Ring Road.
  • The exact site of the Sports City.
  • Any metro link to the capital.

What this means for land

Land closest to the first list carries the least uncertainty and the highest price. Land near the third list is the cheapest, and it is a bet. Most buyers should stay with the first two lists, and should read our risks page before going near the third.

What is the biggest reason to invest in Amaravati now?

Political risk fell sharply with the 2026 central Act, and the money to build has been committed. Between 2019 and 2024, neither of these was true.
